If you live up near the border of Chicago and Evanston, you probably know that Howard Street has long had a reputation for violence, but also inspires hope that someday it could become a hip, thriving commercial corridor. Some businesses have started to create that buzz - particularly a cocktail lounge and a restaurant/brewpub on the Evanston side of Howard. WBEZ’s Odette Yousef was curious about the renaissance on that end of the street and found that it all comes down to some unusual ways that Evanston has been using its TIF money.
