Group says suburban municipalities need to get in fiscal shape

Illinois has a law on the books called the Illinois Municipal Budget Law that essentially all municipalities in the state need to come up with a combined budget and appropriation ordinance. But one group says that this isn’t happening how it’s supposed to and tricky methods to balance the books are at play.
