It’s been nearly two weeks since Illinois passed a budget, but having a spending plan in place does not solve the problems the state faces when it comes to Medicaid. Additionally, the $15 billion backlog of bills is causing issues for doctors and hospitals across the state that cannot be fixed overnight.
