Illinois’ got one of the strictest medical marijuana law in the country and even though it’s been on the books for a year, no one is growing the weed and no one is allowed to legally inhale or eat the drug. One of the main reasons is former governor Quinn’s last minute decision not to award licenses to cultivate medical marijuana. That puts the process into the hands of new governor Bruce Rauner.
