Is cops overseeing cops a good plan?

Cities around the country are grappling with how to handle police officers accused of using excessive force. Officers like a Chicago commander who faces aggravated-battery charges. A Cleveland cop who fatally shot a 12-year-old. Ferguson, of course. And the New York officer who applied a fatal chokehold. A grand-jury decision not to indict that cop has sparked protests in several cities. A march in Chicago Thursday briefly shut down Lake Shore Drive. The Chicago agency in charge of investigating alleged police brutality is called the Independent Police Review Authority. Independent, as in separate from the police department it’s supposed to regulate. But a WBEZ investigation raises questions about just how independent it really is. Two experts on the topic join us to discuss the findings.
