In his first budget address as Illinois governor Wednesday, Bruce Rauner announced plans to cut substantial funding for Medicaid, higher education and mass transportation. While the Governor insists these cuts come at a "now or never time" for the state, we hear two local reactions and discuss how this proposed budget might really shake out for Illinois residents.
