This week, we’ve been following up on the story that aired on WBEZ and This American Life about Puerto Rican heroin addicts being sent to Chicago for what they’re told is treatment. When they arrive, they end up in places that are often rundown, unlicensed residences with no treatment. Many of them leave, end up homeless, and sometimes in jail. On Thursday, the Director of the state Division of Alcoholism and Substance Abuse said that these facilities fall under the jurisdiction of the city. On Friday, we talk to Ald. Scott Waugespak of the 32nd Ward, where one of these facilities is located, to learn what he’s doing to get some answers on why these men are ending up here. (Flickr/MPD01605)
