For the last few months Chicago Mayor Rahm Emanuel and his police superintendent have mounted a hard sell for mandatory minimum sentences. Emanuel says that would help reduce gun violence in Chicago. That’s something we all want, but the research is pretty clear: mandatory minimums won’t help.
