Illinois is widely considered to be a leader in culture, industry and education. But when it comes to the welfare of its people, a report released Thursday by the Heartland Alliance program, IMPACT, suggests it's ranking far behind where it should. IMPACT’s Senior Research Associate Jennifer Clary sheds light on the subject of poverty and hardship in Illinois and how the state falls short compared to others.
