Revamping CAPS program

Mayor Rahm Emanuel and Chicago Police Superintendent Garry McCarthy Tuesday announced plans to move beat cops into districts and out of downtown with the goal of revitalizing the CAPS program in Chicago. Alderman Willie Cochran of the 20th Ward, a former police officer, explains what he thinks works and what doesn’t with the current program.
