State budget deadline comes — and goes — with no deal

Wednesday is the deadline for the state to pass a budget and stave off a government shutdown that would affect services and state workers’ paychecks. Governor Rauner says a shutdown may be necessary to get reforms to set the state on a better fiscal path.
