As Illinois continues to operate without a budget and the state gets deeper and deeper into its financial hole, many have wondered whether legalizing marijuana could provide the state with enough revenue to help turn things around.

Morning Shift spoke with Kevin Sabet, president and CEO of Smart Approaches To Marijuana and former Senior Advisor at the White House Office of National Drug Control Policy during the Obama administration.
