When a natural disaster strikes, local first responders jump into action. Then come county officials, then possibly state, and then possibly federal. But do the local folks just throw up their hands when the bigger offices arrive? Who makes the plans, and who calls the shots? Hanna Vick from FEMA talks about the systems and structures put in place to get the most help to the people and areas most in need during a crisis.
