Big changes at the embattled Chicago Police Department are on the horizon. A proposed plan for court oversight of CPD was released Friday in a 232-page draft agreement known as a “consent decree.” If the plan is approved, changes to the department’s policies and practices would be overseen by a federal judge who would ensure reforms meet certain deadlines.
