A new report says Illinois can’t afford Governor Rod Blagojevich’s $50 budget plan. According to analysis by watchdog group Civic Federation, there’s no room for new and expanded programs.

Governor Rod Blagojevich’s 2008-2009 budget proposal includes plans for a $300 per-child tax credit and gives some businesses a tax break. Laurence Msall of the Civic Federation thinks the plan ignores the economic downturn. He credits the Governor for planning across the board cuts, but he says that’s not enough.

MSALL: The state needs to do what everybody else does in a tough economic time. Tighten its belt. Reduce its unnecessary spending. Not be voting for new pay raises for the members of the General Assembly. Not be expanding programs that don’t exist right now.

The governor’s budget spokesperson Kelley Quinn says the Civic Federation quote “fails to see the human aspect of what government does.” She says the plan would allow for more jobs and better access to health insurance.
