An Illinois Appellate Court panel Monday ruled that Rahm Emanuel should be booted from the February ballot. The court found that Emanuel fails to meet the one-year residency requirement to run for Chicago mayor. This reverses a previous decision by a circuit court judge and the Chicago election board.
