Mayor Rahm Emanuel delivered one of his most important speeches on gun violence in Chicago on Thursday. Shootings and murders in Chicago this year are at the highest it’s been in 20 years: more than 520 murders and thousands of shootings  and 2016 isn’t nearly done yet. So what does the mayor think can be done about it? What will his plan to fight it entail?
