Analysis: Rubber Stamp? City Council's unanimous vote for Emanuel's budget

Chicago Mayor Rahm Emanuel passed his first big test before the city council on Wednesday. Aldermen signed off on his budget in a unanimous vote, while heaping praise on Emanuel for his plan to close a $636 million deficit.
