Chicago proposes revisions to MBE/WBE ordinance

Chicago mayor Richard M. Daley this week announced an ordinance that will revise and extend Chicago’s current Minority Business Enterprise/Women Business Enterprise requirements.‚  The current requirements are scheduled to expire late 2009. The ordinance extends the requirements to 2015. The City hired economist David G. Blanchflower to study market conditions to determine if lengthening the requirements would be necessary. Blanchflower found”there is strong evidence to justify the continuation of a goals program in the City’s construction procurement, as discrimination continues to exist in the Chicago construction market.” There is one significant change that’s been proposed — and that’s broadening the program from the current six-county area to include DeKalb, Grundy and Kendall counties in Illinois and Lake and Porter counties in Indiana.
