China has refuted charges of “neo-colonialism,” when its critics compare Chinese economic and political involvement in Africa to Europe’s colonization of the continent in the 19th century.

In their official “African Policy” statement, the Beijing government wrote that “China will establish and develop a new type of strategic partnership with Africa which features political equality and mutual trust, economic win-win cooperation and cultural exchange.” 

Jerome asked Harry G. Broadman, economic advisor for the Africa Region of the World Bank, if China was going to follow the West’s model of relieving Africa of its raw materials, or whether they were indeed going to create a new type of relationship with Africa.
