Emanuel unveils ethics plans

Chicago mayoral candidate Rahm Emanuel says he will not take any campaign money from people who lobby City Hall. But he wouldn't say the same thing for anyone who has a contract with the city. Emanuel said, if elected, he would ban government appointees from lobbying City Hall for two years after they quit.

"All of these changes be they hiring, contracting, be they the revolving door, end business as usual," he said.

Former Chicago Inspector General David Hoffman was on-hand Thursday to throw his support behind Emanuel's ideas. Hoffman said no plan is perfect, but Emanuel addresses his biggest concerns. He stopped short of endorsing Emanuel for mayor.
