When a city-funded non-profit sent Chicago Mayor Rahm Emanuel, his wife, and an entourage on a trip to Rome last fall, it didn’t violate the city’s ethics ordinance. But it didn’t look great. That’s how the city ethics board saw things, in an opinion that got a public airing this week. WBEZ’s Dan Weissmann reports.
