Mayor Rahm Emanuel recently announced a memorandum of understanding between the city and the University of Chicago. The university will undertake more than a billion dollars in capital development over five years. The memorandum proposed the combination of city and university resources to execute the work and to find ways for development to also benefit the neighboring community. But do universities make good neighbors in terms of sparking development or boosting the local economy? To find out, Eight Forty-Eight spoke to Charles Hoch, professor of urban planning and policy at the University of Illinois at Chicago.
