Chicago Ald. Danny Solis introduced an ordinance to decriminalize marijuana possession this week. If the legislation passed, people caught carrying a small amount of the drug would pay a fine rather than face arrest. However, possession only represented one part of the overall marijuana economy in Chicago. The city has become a drug trafficking hub for cartels operating out of Mexico and medical marijuana growers out West also got in on the action.
