In Illinois, the power to pardon rests with Gov. Rod Blagojevich. He’s used that power just about 70 times in his five years in office and now one of those pardons is drawing scrutiny. Blagojevich pardoned a woman named Chandra Gill from a felony aggravated battery charge. She’s getting attention now because the school she administers mistakenly got a million-dollar state grant intended for Pilgrim Baptist Church.
