Chicago Mayor Emanuel Thursday night laid out plans to solve the city’s gun violence. He promised more cops, youth mentoring, and summer jobs. He reportedly had been planning to talk about fatherless families too. But some aldermen and a newspaper columnist urged him not to. Emanuel’s speech ended up mentioning parenting just once.
