To become police superintendent - you have to first apply to the police board - a civilian committee. They then pick three finalists.
But this year - Mayor Rahm Emanuel went around that process - appointing Johnson as the interim superintendent. Many aldermen say they’re a little uneasy about this - but they’ll likely vote to make an exception so the mayor can give Johnson the full-time gig. Alderman Roderick Sawyer says he thinks most of the black caucus will support that.
