In his speech to the nation, President Bush said he plans to increase U-S patrols along the Mexican border.

Until some six thousand new officers are in place, Mr. Bush says he’ll use six thousand National Guardsmen to help in gathering intelligence, building fences and patrolling roads.

Bush says he opposes amnesty, but favors allowing illegal immigrants to achieve citizenship after they pay a penalty, pay taxes and learn English.
