A WBEZ review of Chicago police data shows that there were 41 shootings in 2016 in which a young child was wounded or killed. Of the 41 shootings involving victims aged 13 or younger, police have made an arrest in just three cases. That’s less than 10 percent. Police Superintendent Eddie Johnson said that’s because even when a young child is injured, people don’t come forward with information. Arthur Morris points the finger directly at the cops. His 6-year-old grand daughter was shot in the stomach in July. Police have made no arrests.
