East Chicago is one of the cities examined in the study.

City spokesman Damien Rico says the city welcomed having its spending practices looked at closely.

U.S. Congressman Peter Visclosky spear headed the initiative with Indiana University’s Local Government Academy in Gary.

The firm also looked at the cities of Gary, Hammond, Hobart and Whiting.
