Those are among the findings from a report released today offering ways for several Northwest Indiana city can reduce expenses.

East Chicago is one of the cities examined in the study.

City spokesman Damien Rico says the city welcomed having its spending practices looked at closely.

He says, ""There's definitely a change in East Chicago and I think we have a new attitude and a new enthusiasm about maximizing some of our services and performing efficiently.""

U.S. Congressman Peter Visclosky spear headed the initiative with Indiana University's Local Government Academy in Gary.

A Virginia consulting firm worked on the study for six months.

The firm also looked at the cities of Gary, Hammond, Hobart and Whiting.
