Next year Chicago will remake the city agency that investigates police shootings and excessive-force complaints. 

On Tuesday afternoon, the person slated to be the Civilian Office of Police Accountability’s first chief, Sharon Fairley — the same person who led the outgoing Independent Police Review Authority — gave aldermen mixed signals about how different the two agencies will be.
