The WBEZ series Inside and Out has examined the juvenile justice system in Illinois. Today on Worldview, we’ll look at how different juvenile justice systems produce different outcomes. It’s part of our occasional series Here, There where we look at how other countries approach issues we face here at home.

We’ll  hear from Tam Baillie, Scotland’s Commissioner for Children and Young People. He says that Scotland holds children as young as eight responsible for their crimes. Also, Tapio Lappi-Seppälä, director of the National Research Institute of Legal Policy, tells us why Finland has some of the lowest child incarceration rates in Europe.
