A homeless man in Chicago is testing whether a three-year old law in Illinois has teeth. 

Lawyers for 62-year old Robert Henderson assert that Chicago city workers violated the Illinois Bill of Rights for the Homeless Act when they threw away his belongings that were underneath a viaduct on the Near West Side. 

Chicago’s Law Department did not immediately respond to requests for comment.
