As more Democrats announce they’re running for Illinois governor, incumbent Republican Bruce Rauner continues to herald himself a Springfield outsider. At a town hall event on Monday his message was that the General Assembly is the one blocking progress in the state. He accused Democratic lawmakers of working toward a government shutdown. House Speaker Michael Madigan has repeatedly said that Illinois has always had a budget until Rauner became governor.
