Illinois Governor Bruce Rauner has granted clemency in a much smaller fraction of cases than his predecessor, Pat Quinn. Rauner announced this week that he had cleared a backlog of requests. But where Quinn granted clemency in more than a third of cases, Rauner said yes in only about three percent.
