Chicago Mayor Rahm Emanuel has promised to hire almost a thousand new police officers. It’s the biggest investment the city is making to solve what is arguably the biggest problem in Chicago: gun violence. But according to a Chicago Sun-Times analysis, the Mayor’s big solution will be doing little more than keeping up with attrition as officers leave the department.
