Special Session for Special Election?

Senator Dick Durbin suggested that there should be a special election for the vacant IL U.S. Senator seat. But is that possible? If the Governor sticks around, could he still appoint a Senator even if under indictment? This would be a good time to consult the Illinois State Constitution.
