Efforts to ban cluster bombs have been in the works for years. Just last week, the international community considered a new proposal at the Convention on Conventional Weapons in Geneva. But some say the proposal - backed by the U.S., China, Russia and others - would’ve undermined a stricter ban already signed by more 111 nations.
