When 16-year-old Gabby Douglas helped the U.S. gymnastics women’s team capture a gold medal she became an instant celebrity. But the loudest cheers may have come from friends and family in Gary, Indiana where her mother Natalie Hawkins used to live and her grandfather, Theodore Hawkins, still does.

The United Neighborhood Organization is building a new school with part of a $98 million state grant it got in 2009. But if Chicago Public Schools approves its current budget proposal, Chicago taxpayers will pay another $400,000 year after year for this building.
