The Red Cross raised enormous funds for Haiti relief, despite their relatively small presence in the nation before the earthquake. The disparity prompted the aid community to call for groups to distribute money based on an organization’s expertise and ability to respond. Harvard’s Peter Bell tells us how this would work.
