As the song has it, the waiting is the hardest part. And waiting might best sum up politics in Springfield these days: Gov. Quinn is on a trip to Israel, while Senate President John Cullerton is sitting tight – at least when it comes to legislation. Cullerton recently used a parliamentary maneuver to keep two bills passed by the Senate in his chamber, preventing the Governor from vetoing the legislation. The Democratic governor is known for taking his time about decisions, so will Cullerton’s own waiting game turn the tables in his favor?
