Chicago Police Superintendent Eddie Johnson says the criminal justice system is failing to lock up repeat gun offenders. He says that’s why Chicago is so violent. According to police 52 people were shot this past weekend. 40 of the victims had criminal records. In fact, those forty people racked up a combined 672 arrests. Johnson says much of the violence in Chicago is tied to a small number of frequent offenders.
