Colonel Muammar Qaddafi addressed Libyans in a rambling, defiant speech today, vowing not to step down and urging his supporters to attack protesters in “their lairs.” On Monday, security forces and mercenaries backed by helicopters and warplanes shot and killed protesters lining the streets of Tripoli. We’ll talk with Libyan-American Mansour-El Kikhia, author of Libya’s Qaddafi: The Politics of Contradiction. Also, President Obama is asking Congress for $671 billion for the Defense Department in fiscal 2012. We’ll ask Winslow Wheeler, from the Center for Defense Information, if this year’s budget is true to Obama’s promise to reform and cut Pentagon spending.
