A 2015 agreement between the ACLU of Illinois and Chicago Police mandates that cops fill out a detailed form every time they stop or frisk someone on the street.
Since the agreement went into effect, Chicago cops have been stopping fewer people — hundreds of thousands fewer. Some in law enforcement say that means more murders.
