Among the bills that could head to Illinois Governor Bruce Rauner’s desk this week is one that could allow AT&T to end traditional land-line service in the state. The phone company says it’s spending hundreds of millions of dollars to maintain a network that only 10 percent of its customers use. Opponents say upgrades to wireless networks should come first, to ensure that emergency services like 911 are reliable. The Senate passed the bill last week with just two “no” votes. It’s up for consideration in the House.
