Chicago’s public housing agency approved an agreement with the Chicago and Cook County Building and Construction Trades Council for up to five years. The Project Labor Agreement is supposed to help residents have access to careers in trade industries and work on CHA construction projects. Many residents are against the agreement and say it doesn’t have enough teeth for enforcement.
