Chicago Mayor Rahm Emanuel Proposes Budget

Chicago Mayor Rahm Emanuel is proposing how the city should spend its $10 billion budget next year.

His plan includes more money for community policing, an expansion of preschool and after-school programs, and a new 911 call system. But it also includes a tax hike for large entertainment venues, a higher monthly fee on every phone line, and more expensive Uber and Lyft rides.

City politics reporter Becky Vevea joins All Things Considered host Melba Lara with more details about the higher ridesharing fees.
