Chicago Mayor Rahm Emanuel is proposing how the city should spend its $10 billion budget next year.

His plan includes more money for community policing, an expansion of preschool and after-school programs, and a new 911 call system. But it also includes a tax hike for large entertainment venues, a higher monthly fee on every phone line, and more expensive Uber and Lyft rides.
