City Colleges Head Says Illinois Should Copy Star Program

The Chancellor of City Colleges of Chicago says the time is right to push Illinois to expand access to community colleges. At a symposium of immigrant advocate groups, Juan Salgado said Chicago’s Star Scholarship Program is a model that could work statewide. The program gives free City Colleges access to graduates of Chicago Public Schools with a 3.0 grade point average.
