Many school superintendents across Illinois are feeling like both winners and losers as they sift through what happened in Springfield this week. Lawmakers passed a bill to overhaul the way the state distributes money for public education. If it becomes law, Illinois will begin directing more cash to low-income school districts, making many superintendents feel like winners. But the governor indicated he’ll veto the bill and lawmakers again failed to pass a budget, meaning schools are not funded at all.
