As Reuters reported, The Arab League passed a resolution Sunday calling for the United Nations to “take the deterrent and necessary measures against the culprit of this crime that the Syrian regime bears responsibility for.” But some members—like Lebanon, Iraq and Algeria—have reportedly refused to sign on.
